This is an issue that is being happening from time to time.
Some WhatsApp Links are not working properly if you are using WhatsApp multi-device Beta.
The problem seems to be in WhatsApp Web. If you disable the option “Open WhatsApp Web directly on desktop” in the Tochat.be configuration, it works. Perhaps it could be because of what you have said that the contact is unsaved.
In tochat.be you can only do what I have put before. (If you disable the option “Open WhatsApp Web directly on desktop” in the tochat.be configuration, it works.)
In fact, there is a filter for tochat.be that disables phone formatting, so you can force exactly the number you want, but it still gives error because the problem is not tochat.be, it is WhatsApp Web.
